SCC Nexus · UPF26 evidence observatory

Publication & redaction policy

The public observatory is a deliberately limited publication surface, separated from private research and business records.

Public release tier

May contain: approved descriptions of methods, named publication contacts, aggregate operational counts, bibliographic metadata that passes the relevance gate, public quality caveats, archive dates, and non-sensitive source revisions.

The live evidence view is populated exclusively from the published Observatory repository, not a private Drive folder or the research API.

Restricted research tier

Retains private source evidence, unverified/EXCLUDED/REVIEW candidate details, independent reviewer identities and blinded assessments, unreleased predictions, original case assets, consent/rights-controlled information and draft scientific interpretation.

Personal data, contract terms, credentials and sensitive operational records are not part of the public publication tier.

Publication controls

  1. Prepare a reviewed, whitelisted public output in the private research project.
  2. Check provenance, rights, personal information, embargoes, confidentiality, sensitive identifiers and secrets before approval.
  3. Disclose uncertainties and distinguish data retrieval from scientific corroboration, peer review and formal classification.
  4. Approve publication explicitly; automated harvesting may update only the screened public snapshot/archive.
  5. Retain a public revision and make corrections append-only where appropriate; withdraw content promptly if disclosure risk is identified.

A filename labelled “redacted” is not itself a security control. Any public release still needs human review for privacy, copyright, research bias and confidentiality.
